Nonfarm employment declined by 23,000 in July, with the unemployment rate rising to 4.1 percent, signaling a slowdown in the job market

The U.S. economy lost 23,000 nonfarm payroll jobs in July, marking the first monthly decline since February 2026, according to the Bureau of Labor Statistics. The unexpected employment loss came as the unemployment rate fell to 4.1% from 4.2% in June—a decline driven largely by workers leaving the labor force rather than finding jobs.

Economists had projected payroll gains of around 83,000 jobs for July. The shortfall was compounded by significant downward revisions to prior months: May and June employment figures were lowered by a combined 103,000 jobs, with May’s gain cut by 66,000 to 129,000 and June’s reduced by 37,000 to 57,000.

The July employment decline signals a cooling labor market after several months of modest growth. The 12-month average for nonfarm payroll job gains stands at 34,000 per month, well below the pace seen in prior years. Government payrolls contracted by 53,000 jobs in July, with the sector’s June gain of 8,000 revised downward to a loss of 10,000 jobs.

Labor Force Participation Hits 5-Year Low

A deeper concern emerged in the labor force participation data. The labor force participation rate fell to 61.4% in July, its lowest level in five years, according to USA Today and Al Jazeera. This decline reflects workers leaving the job market entirely—not simply moving between jobs or being counted as unemployed.

The falling participation rate explains why the unemployment rate fell despite job losses. When workers stop looking for work, they are no longer counted as unemployed, which mathematically lowers the unemployment rate even as the overall labor market weakens. Since November 2025, the U.S. workforce has lost more than 2.1 million people, according to NBC News.

The 12-month average for nonfarm payroll gains of 34,000 jobs per month reflects a labor market that has slowed significantly from prior expansions. When the last monthly employment decline occurred in February 2026, the economy shed 92,000 jobs and the unemployment rate rose to 4.4%, marking a sharper shock than July’s mixed signals.
